• Four years of experience in government/public sector budgeting, financial planning, and/or financial management.
• One year of supervisory experience.

Duties Description The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System, and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the Health Benefit exchange to modernize the eligibility system for health and human service programs.


Under the direction of the IES Chief of Staff, the Project Assistant in the capacity of Budget Analyst will assist in budget development, federal funding request development, budget reporting, expense tracking, and measurement of return on investment for the IES Program and associated sub-projects. The budget analyst will also assist with the allocation of costs across federal and state programs and funds.

Duties include, but are not limited to:

• Update, develop, and maintain budget documents for the review of the Program leadership and subsequent submission to the Division of Budget, partner agency finance offices, and federal funding partners;
• Revise IES Program financial documents as directed based on actual spending, risks, changes to cost allocation, funding approvals, and other factors;
• Review vendor financial management deliverables, including change proposals, expense reports, and risk matrices;
• Track expenses against spending plans;
• Develop financial reports for review by IES Program leadership, the Executive Steering Committee, the Division of Budget, the NYS Legislature, federal funding partners, and other stakeholders as requested;
