Minimum Qualifications • At least five years of experience as a project manager on complex information technology projects.
• At least five years of experience managing work on blended teams with State staff and consultants.
• At least seven years of experience managing requirements analysis, design, development, testing, and implementation activities and project management activities across multiple releases.
• Knowledge of, and experience with, development and Systems Development Lifecycle (SDLC) methods such as waterfall, Rational Unified Process (RUP), and Agile, Scrum, etc. Experience with data cleanup, classification, or conversion.
• Bachelor's degree required.
• Master's degree or a higher-level degree may substitute for one year of experience.

Preferred skills:
• New York State or New York City government experience.
• Experience with vendor management.
• Demonstrated knowledge of in-scope Health and Human Services programs.
• Project Management Professional (PMP) certification.
• Well-organized, structured, and detail-oriented.
• Ability to operate in an environment with multiple and diverse stakeholders and handle challenging organizational issues.
• Strong verbal and written communication skills, with an ability to express complex information and concepts to stakeholders, managers, technical staff, consultants/contractors and users.
Duties Description The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System, and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the Health Benefit exchange to modernize the eligibility system for health and human service programs.
Under the direction of the IES Program Management Lead, the Project Manager will manage and oversee the implementation of projects and deliverables by external state and vendor teams on the IES Program.
Duties include, but are not limited to:
• Responsible for the planning, design, and delivery of projects within the IES program portfolio;
• Oversee the delivery of work across the project teams, state agencies, and Social Service Districts to ensure that deliverables are completed on schedule, within budget and scope based on the approved project work plan;
• Coordinate with IES Program Management Lead and Enterprise Architect to ensure that the planning, design, and delivery of IES initiatives matches the framework and standards of the program;
• Track project risks and develop mitigation strategies for the review of program leadership;
• Report to the Program Management Lead and provide regular updates to plan, track, and report on costs, projects' scope, schedules, and risk management;
• Responsible for providing regular project status reports to identified audiences and stakeholders as determined.
