Salary RangeFrom $76863 to $97157 Annually
Minimum Qualifications One year of permanent competitive service as an Administrative Officer 1, Grade 23, or in a position allocated to 23 and above designated administrative and eligible for transfer under Section 52.6 of Civil Service Law.
Duties Description Reporting directly to the Health Cluster Chief Information Officer (CCIO), the incumbent will direct all Resource Management activities. Duties include managing and overseeing the Fiscal Liaison, Procurement Liaison, and Human Resources Liaison roles with the Health Cluster.
Specific duties include but are not limited to:
-- Analyze cluster financial and project needs and develop and execute the Cluster budget;
-- Communicate with key stakeholders, including HR and finance staff, CCIO, Deputy CCIO, vendors, ITS Counsel's Office, and other State government officials, as required;
--Manage personal service resource tracking, and contractor and HRI complexities;
-- Coordinate priority staffing needs and manage these needs within their budget, providing advisement to the Cluster Chief Information Officer;
-- Advise Health Cluster executives of all fiscal activity, and provide recommendations for effective allocations;
-- Develop and present Executive presentations and detailed spending plan document(s);
-- Manage procurement activities for the Cluster, and work with the Central Procurement office to implement. Oversee and advise on the preparation of purchasing material, and accurate entry into the State Finance System;
-- Manage building accesses and participate in space planning;
-- Coordinate with ITS Training Office to implement trainings required for the Cluster;
-- Liaison with the Agency Finance offices, including the Budget Unit, and the Procurement and Contracts Unit, as well as with the ITS Counsel's Office; and
-- Direct the planning and development of internal methods, systems, and documents.
