Minimum Qualifications G-14 – Bachelor’s degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and one year of professional experience in the appropriate field. Thirty graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.
G-18 – Bachelor’s degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and two years of professional research experience in the appropriate field OR a Master’s degree in one of the above fields and one year of professional research experience in the appropriate field.
Preferred Qualifications:
Work experience or coursework in statistics, mathematics, health economics, epidemiology, health administration or health services research. Experience performing research and analyses with large administrative and/or clinical databases and presenting findings is a plus. Intermediate or better proficiency in SAS or SQL programming, Excel, PowerPoint, and Word; experience with Tableau is a plus. Excellent organizational and communication skills.
Duties Description The Research Scientist will work within the Division of Information and Statistics as part of the team providing analytical support for the NYS All Payer Database (APD). The incumbent will manipulate data from multiple sources covering all payers across all health care service types and assist higher level Research Scientists with all phases of the APD related research and evaluation, including literature review, planning, execution, analysis, interpretation and reporting of findings to internal and external stakeholder groups.
The selected candidate will develop statistical programs to abstract, cleanse and collapse data from large administrative data sources available to the Department; employ statistical programming and visualization techniques for determining health care utilization trends, chronic and acute disease burden of the NYS population, evaluate health care delivery quality and efficiency, and conduct other patient, provider and payer-centric research to inform policy decisions, public health, and health care consumers. The incumbent will collaborate with other research staff in the OQPS, and present findings on internal and external meetings.
Additional Comments If appointed as an Assistant Research Scientist, the incumbent will assist other research staff with these duties; if appointed as a Research Scientist 1, the incumbent will be expected to perform these duties under general supervision.
