52.6 Transfer: This position is designated as administrative and may be filled via administrative transfer under Section 52.6 of the Civil Service Law, provided all transfer criteria are met. Source titles from which transfer may be made must be designated administrative and be Grade 16 or above.

70.1 Transfer: Applicants with one year permanent competitive service in titles such as: Administrative Analyst Trainee, Budgeting Analyst Trainee, Contract Management Specialist Trainee, Human Resources Specialist Trainee, Property Manager Trainee, Training Specialist Trainee, Administrative Aide or Agency Program Aide may be eligible for transfer to Business Systems Analyst Trainee.

70.4 Transfer: Applicants with one year of permanent competitive service in a Grade 11 or above title, have a Bachelor’s degree and have taken and passed the Professional Careers Opportunities (PCO) or Public Administration Transition Test (PATT), may be eligible for transfer to the Trainee 1 level. Those applying under this option must complete and submit a NYS-APP application for New York State Examination.

Duties Description Standard Duties: As a Business Systems Analyst 1, you would work as a liaison between stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems. Duties may include: conducting general requirements gathering activities for improvement or automation of simple processes or functions; researching and documenting the current or "as-is" state of the relevant business process or function; utilizing basic requirement elicitation techniques such as individual interviews, surveys, and documentation reviews; functioning as a recording analyst on more complex group interviews; assisting senior analysts in gathering requirements for larger more multi-faceted projects or systems and internal or external interfaces with these systems; creating process, data, or other models utilizing modeling techniques requiring a lower level of training and experience; participating in the implementation of system or interface change and enhancements; conducting specific system tests utilizing test scenarios developed by senior analysts; developing test data and document test results; training on new procedures and software and the creation of procedure manuals; post implementation review and assessment; and identifying, analyzing, and resolving issues for existing systems resulting from errors detected during implementation or in production. Candidates with extensive knowledge of and facility with SQL, Microsoft Access and documenting business processes are strongly encouraged to apply.
