Minimum Qualifications A Master’s Degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial filed and four (4) years of professional budgeting experience within governmental jurisdiction; or a Master’s Degree in any filed and five (5) years of professional work experience including four (4) years in public administration; or a Bachelor’s Degree and seven (7) years of professional work experience including four (4) years in public administration.
Preferred Experience:
Working knowledge of DOB platforms and experience navigating DOB-utilized IT systems (e.g. IBS, SFS) is preferred. However, working knowledge of New York State’s information technology environment and executive budget process may be substituted for firsthand knowledge DOB platforms.
Additionally, the candidate must have strong written and verbal communication skills, an understanding of project management concepts, a proven track record of successfully delivering projects - including an understanding of budgets, timelines, milestones and critical dependences, and the ability to work collaboratively. A basic working knowledge of IT concepts and terminology is preferred.
Duties Description The Performance Management Unit is seeking a knowledgeable, experienced and highly-organized candidate to provide management of the Division of the Budget’s portfolio of information technology-based applications.
Primary responsibilities will include:
• Requirements gathering and communication to ITS to ensure the Division’s analytical and reporting needs are adequately addressed;
• Project management of Front Office IT initiatives (e.g., IBS replacement, additional phases of Executive Dashboard project);
• Identify and execute on opportunities to improve internal workflows through enhanced IT solutions (e.g., SharePoint); and
• Serve as the Division’s point of contact on interactions with ITS to ensure business continuity (e.g., version updates and maintenance outages).
Additional responsibilities may include, but are not limited to:
• Identification of IT strategies to support agency strategic plans;
• Collaboration with the DOB training office to support implementation of new products (e.g., Tableau) and upgrades to existing software; and
• Other duties to support delivery of unit assignments, as needed.
