Minimum Qualifications Transfer Opportunity:
Candidates must have permanent status as an Associate Psychologist, Grade 23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. In addition, you must have a doctoral degree in a clinical field of psychology. (see Note 1 below)

Temporary Appointment:
Associate Psychologist is a continuous recruitment examination. Candidates who are not on the eligible list may apply for this position and if appointed, will receive a temporary appointment. To qualify, candidates must have a doctoral degree in a clinical field of psychology; AND either have completed a one year, full-time clinical internship; OR one year of psychology experience in a clinical setting under the supervision of a Licensed Psychologist. Candidates must demonstrate on their application how they meet this qualification.
Notes:
1. Non-qualifying degrees include, but are not limited to the following: education, educational psychology, educational counseling, guidance counseling, experimental psychology, industrial psychology, organizational psychology, student and personnel services, mental health counseling, human relations, etc.
2. Psychology experience in a clinical setting is considered to be any direct care experience with individuals, families, or groups in a hospital, clinic, private practice, or correctional setting under the supervision of a Licensed Psychologist. Qualifying experience must primarily include performing psychological evaluations or assessment tests, psychological diagnostic testing, developing psychological treatment plans, providing psychological counseling and treatment in one or more of the following areas: mental and/or emotional disorders, mental retardation, developmental disabilities, alcoholism, addictions, sex offender assessment and treatment, or forensic mental health.
3. The following experience is NOT considered qualifying: experience in administration, administrative services, administrative oversight, training, special education, behavior specialist, habilitation specialist, project management, research, or primarily supervisory experience. Other non-qualifying experience including, but is no limited to, experience in experimental psychology, research psychology, industrial psychology, organizational psychology, utilization review, guidance counseling, etc.
Candidates appointed temporary must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. Candidates who are found not qualified or who do not receive a reachable score may not be retained.
Duties Description The Office of Mental Health (OMH) is recruiting to fill an Associate Psychologist, Grade 23, position in the Division of Forensic Services (DFS), Bureau of Institutional Sex Offender Treatment (BISOT). As a result of MHL Article 10, the Division of Forensic Services oversees and monitors the implementation of statutorily mandated programs to manage the treatment of high risk sex offenders who are confined in a secure treatment facility or placed in the community under a Strict and Intensive Supervision and Treatment court order. Specific duties to be performed may include, but are not limited to, the following:
Work in conjunction with Director of BISOT in regards to ongoing evaluation of secure treatment facilities and resident treatment progression.
Contribute to the development of unit policies and procedures
Ongoing collaborative work with secure treatment facilities in regards to programming
Assist in case reviews to determine resident treatment needs as related to continued confinement or release to Strict and Intensive Supervision and Treatment in the community
Enter sensitive information into bureau data systems.
Supply information for bureau management staff as requested.
