Duties Description POSITION DESCRIPTION:

The DDRO Region #4 Development Unit has responsibility for oversight of ICF to IRA conversions. This POS 2 position will specifically serve as the lead for all NYC conversions and will be expected to work closely with provider agencies as well as local DDRO staff. The POS 2 will also be the Lead for GAP Analysis (Fire Safety) projects working closely with OPWDD’s DQI unit and voluntary providers. Further, the position will entail working on the development of voluntary operated residential and day services in NYC. The Development Unit is responsible for all aspects of the development process for NYC Voluntary Operated programs including, but not limited to residential and day services. The POS 2 position is necessary to fulfill the OPWDD initiatives for Developmental Center Closures (occurring in the borough of Queens) and the placement of individuals aging out of residential schools.

PRIMARY DUTIES AND RESPONSIBILITIES:

Duties and responsibilities related to this position include, but are not limited to, the following:
• Guiding voluntary provider agencies and DDRO staff through the process involved in ICF to IRA conversions.
• Scheduling and leading monthly meetings with voluntary providers and DDRO staff guiding both through the ICF to IRA conversion process.
• Participating in State-wide conversion tele-conferences providing NYC updates on all conversion projects.
• Processing of Certification of Need (CON) applications.
• Adding ICF to IRA conversion projects onto OPWDD’s Development Plan – updating same monthly.
• Review Budget templates and securing template approvals
• Processing of Non-ISS Assistive Support prices
• Completion and posting of OPWDD internal DARS forms
• NYC Lead on GAP analysis projects – functioning as a liaison between OPWDD’s Department of Quality Assurance and voluntary providers – guiding providers through the process.
• Processing back-end payments – collecting project completion documents required for processing provider initiated reimbursement requests.
• Assisting with the development of residential placements for young adults aging-out of Residential Schools (2 to 3 provider agencies to be assigned).
• Waiver Enrollment for individuals going into the residential placements identified above.
• Review operating budgets, PPA development, construction oversight, assisting agencies in the preparation of certification and opening of programs.
• Provide technical assistance to the Voluntary Providers on all aspects of development.
