Minimum Qualifications To be considered, you must be reachable on the Civil Service List for Agency Labor Relations Representative 1 or in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law.

Preferred Qualifications:
The preferred candidate would have experience in all aspects of labor relations work, strong communications skills in both verbal and written form, and excellent interpersonal abilities. In addition, the candidate would have demonstrated skills in logical reasoning, an attention to detail and a proven record of sound judgment.

Duties Description Under the direction of the Director Human Resources 3, the incumbent will plan, develop, and direct the labor relations program for the Department of State. In addition, the incumbent will provide direction for the implementation of collective bargaining agreements.
Specific duties include:
• Participating in labor management committees.
• Providing expert advice and assistance to program managers and supervisors in managing employee performance.
• Reviewing and evaluating changes in negotiated agreements; and advising management of their impact on the labor relations program.
• Providing advice and consultation to supervisors and managers to ensure proper interpretation and administration of contract provisions, to avoid misunderstandings that may lead to employee dissatisfaction and grievances.
• Assisting the Governor’s Office of Employee Relations staff in presenting the State’s case at improper practice hearings before the Public Employment Relations Board.
• Conducting investigations and interrogations related to disciplinary matters; provides technical assistance related to Equal Employment Opportunity Commission and Division of Human Rights complaints requiring interrogation and/or discipline.
• In conjunction with the Human Resource Attorney, Prepare witnesses for both direct and cross examination at disciplinary arbitration hearings, preparing and presenting opening statements outlining witness testimony, case evidence, and theory of the case.
• At times, delivering closing arguments summarizing major points of State’s case or drafting written briefs summarizing main arguments and presenting persuasive discussion of management’s case.
• Acting as liaison with legal office on issues involving employee relations activity, including litigation involving disciplinary action or grievance determinations.
