Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Under the supervision of an Associate Accountant (SG-23) in the Accounting Bureau, the Senior Accountant tasks will include, but are not limited to:
• Federal Emergency Management Administration (FEMA) project worksheets calculation, submission, and liaison with NYSDOT emergency project coordinators, State, and Federal agencies staff;
• Governmental Accounting Standards Board (GASB) reporting to Office of State Comptroller (OSC) and Office of General Services (OGS). Calculation of the value of the Department’s Infrastructure assets (GASB 34) for reporting on New York State’s Financial Statements and reporting on other GASB pronouncements;
• Participating in the Financial and Single Audits including updating process memos and providing backup documentation to auditors;
• Calculating the Department’s indirect cost rate on an annual basis, including gathering and verifying the data needed, complete worksheets, and prepare proposal packet;
• Calculating the Cash Management Investment Act (CMIA) interest liability on an annual basis, which includes gathering and analyzing the necessary data;
• Quarterly compilation of billable Critical Bridge Over Water (CBOW) expenditures, and preparation and submission of reimbursement request packages to Department of Homeland Security & Emergency Services (DHSES).
• Special projects as needed
This position requires strong analytical, written & verbal communication, interpersonal and computer skills, as well as a high level of accuracy and attention to detail. Knowledge of Statewide Financial System (SFS) and ability to use advanced functions in Excel and write queries and reports in Access is highly desirable.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
