Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1 OR NYS employee with one year or more of permanent or contingent-permanent competitive service in a position allocated to SG-21 and above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

Preferred Qualifications:
Experience in the administration and/or delivery of health care services particularly ambulatory care. Knowledge of quality measurement and improvement, managed care, and public health programs. An ability to use data to evaluate health care quality and experience with Medicaid policy. Strong written and verbal communication skills. The ability to prioritize activities and deadlines according to organizational goals, and to work both independently and as part of a team.

Duties Description The Health Program Administrator 1 will assist the Division of Performance Improvement and Patient Safety with a variety of administrative and program activities including implementation of program policies and procedures, data management, and quality assurance. The incumbent of this position will: oversee and coordinate quality improvement initiatives with managed care plans and the Office-Based Surgery program; develop and monitor managed care plan quality improvement initiatives including performance improvement projects, focused clinical studies and root cause analysis and action plans; monitor managed care plan progress with quality improvement by conducting quality reviews as part of the Article 44 On-site Comprehensive Operational Surveys; review and manage Office-Based Surgery adverse event reports; and, research program relevant topics, conduct analyses of data, and coordinate drafting of reports and presentations.
