Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Under the direction of an Environmental Specialist 2, the Environmental Specialist 1/Environmental Specialist Trainee 1/2 will:

• Analyze and research environmental issues affecting the State transportation network, gathering data; writing, reviewing, and editing reports; and making recommendations to higher level management;
• Advise construction, design, highway maintenance, and other program areas on environmental rules and regulations and assist with development of policies and procedures;
• Provide technical expertise and assistance in a variety of assignments related to environmental impacts of transportation projects and programs, including the review of proposed Department projects, environmental permits, field studies and consultation/coordination with regulatory agencies;
• Assist in environmental processes related to federal, State and local regulations and requirements; and
• Responsibilities may include serving a role within the Incident Command System to support the Department response to regional and statewide emergency situations.
