Minimum Qualifications Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Associate Director Human Resources 3, M-3 OR in a title at M-2/SG-27 or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades or one M-grade.

Provisional:
There is currently no Civil Service eligible list for the Associate Director Human Resources 3, M-3 title. Therefore, candidates who meet the following Civil Service Minimum Qualifications may be eligible for provisional appointment:

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees that the Office of Information Technology Services may conduct a non-competitive promotional examination for the position of Associate Director Human Resources 3, M-3 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met.

Duties Description ITS is seeking an experienced, energetic, innovative HR Professional to direct our Personnel team and oversee all aspects of personnel. We have a high volume of recruitment and classification across 19 divisions, and are challenged with evolving organizational structure and unique recruitment needs.
Reporting directly to the Director of Human Resources, this position will be a key member of the leadership team. Responsible for managing personnel teams, recommending and implementing strategy and policy changes, and advising the agency on personnel activities including: organizational and succession planning, classification, compensation, examination planning, probation and performance evaluations, and recruitment.

Specific duties include, but are not limited to:
• Advise managers, and Executives on effective organizational structuring, recruitment, retention, classification, compensation, and examination planning strategies.
• Assure compliance with applicable Laws, Rules and Regulations.
• Oversee all aspects of Personnel including HR Specialist teams, the Centralized List Unit and the Personnel Support Services Unit. Evaluate policies and processes, recommend improvements, and implement streamline and/or automated solutions where possible. Develop and implement trainings.
• Oversee administration of recruitment activities, particularly the selective certification process and LERT process, providing direction to assure compliance with Civil Service Law, Rules and Regulations.
• Oversee probation, traineeship, and performance program/evaluation administration.
• Oversee complex or sensitive classification requests and/or other Civil Service requests.
• Oversee benefits, leave and payroll administration; liaises with the Business Service Center
• Provide guidance on Special Salary actions.
• Interacts with ITS Finance and the Division of Budget to obtain waiver, BDA, and other required approvals. Manages positions requiring Budget Director Approval.
• Develop trainings for ITS employees, as needed.
• Work with Labor Relations staff on time and attendance, grievance, and disciplinary issues.
• Oversee on-boarding, off-boarding and new employee orientation administration.
• Keep the Director of Human Resources apprised of pertinent issues, represent the Director and/or assist with special projects, as required.
