Minimum Qualifications Eight years of combined experience in strategic planning, business analysis, enterprise analysis, business process reengineering, and project management. Experience must include working with different technology platforms like IBM and Oracle. Experience must also include development of RFIs and RFPs; HBITS and PBITS contracts; hiring and vendor management; as well as two years of supervisory experience or one year of managerial experience.
The following degrees, preferably in Computer Science or related field, may substitute for the general experience as indicated:

• Associate’s degree and seven years of experience
• Associate’s degree including 15 semester credit hours in computer science and six years of experience
• Bachelor’s degree and six years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and five years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience

Duties Description Under the direction of a Project Manager 4 in the Citizen Services Cluster/Project & Program Management bureau within ITS, the incumbent will provide comprehensive program development of the Water Quality Data Analytic System (WQDAS), the foundational aspect of the Governor's 2017 State of the State proposal to invest $2.5 billion in the Clean Water Infrastructure and Water Quality Protection project.
Specific duties include, but are not limited to:

• Perform daily programmatic oversight throughout the program life cycle;
• Liaison with internal and external stakeholders, agency executives, business and service managers, and project team members throughout ITS, DEC, DOH, and beyond, to ensure project-related information is consistently determined, implemented, communicated and maintained;
• Manage and track progress across the various projects within the program and perform a wide variety of duties related to program management, including risk management, oversight of project governance, and oversight of budget and human resources activities as they relate to the BPR effort;
• Communicate program and project-level risks and issues to leadership and reports on project task status from a schedule, scope, budget and quality perspective;
• Coordinate preparation of all project and project management deliverables and artifacts associated with the WQDAS Program;
• Effectively communicate with customer's senior management and provide strong analytical, organizational and problem-solving abilities;
• Participate in the budget development process with ITS finance, DEC finance, and service/technical managers;
• Work collaboratively with the agency business, and ITS technical managers within the operating units to elicit functional and business requirements and ensure that deliverable acceptance criteria are documented and met;
• Provide status reports to agency executives and project stakeholders through presentations and written reports of budget impact that new projects may have on rates/recoveries/federal issues;
• Perform a full range of supervisory responsibilities as needed.
