Minimum Qualifications 1. Must currently be a permanent Developmental Disabilities Program Specialist 1.
OR
2. Must be active and reachable on the Civil Service eligible list for Developmental Disabilities Program Specialist 1.
OR
3. Eligible for 70.1 transfer by way of current permanent status in a title deemed comparable to Developmental Disabilities Program Specialist 1 by the Department of Civil Service (Must also be within 2 salary grades of the targeted title).
NOTE: Provisional appointments will only be considered if there are insufficient in-Title and/or Civil Service List candidates.
Duties Description Provide Vacancy Management Services as follows:
• Identify and maintain records of all available vacancies and of all of those seeking placement and assess for priority.
• Maintain records of all those seeking a residential opportunity. This entails ensuring referral packets are complete, and kept current. Also, entails insuring person’s inclusion on Residential request List (RRL).
• Orient providers to the new Vacancy Management methods to insure compliance.
• Hold monthly meetings with agency representatives to identify those with emergency and urgent need for placement
• Maintain records and documentation to reflect follow up and record options offered and results.
• Coordinate weekly CRO team meetings to present requests received that week, and facilitate discussion to identify need category.
• Provide ongoing training to providers to insure understanding and compliance with CRO process. Training is a continuing process given changes in intake liaisons, and the presentation of new situations.
• Coordinate presentation for monthly Access to Residential Opportunity (AROC) meetings. These meetings are held with residential providers each month to inform providers of those with emergency and urgent residential needs, and develop plans for resolution.
• Develop relationships with agency representatives to maximize CRO opportunities.
• Maintain statewide database, and local spreadsheets, to identify individuals requesting a residential opportunity. Insure database reflects all activity completed on a person’s behalf. Database must be kept current and is edited daily to provide ongoing accessible information to Central Office.
• Provide ongoing phone, email contact, and written correspondence. Contacts with providers, MSCs, and families occur throughout each day.
• Maintain contact with districts statewide to review opportunities outside the Hudson Valley district, or to offer opportunities within the Hudson Valley district. Effort is required to coordinate mutual plans for individuals, as well as to maintain a consistent statewide strategy for CRO.
• In conjunction with Olmstead, identify alternatives for special populations such as Age Outs, those moving from residential schools, nursing homes, and those coming from developmental centers.
• As per OPWDD mandate, follow up with all related requirements of OPWDD Money Follows the Person (MFP).
• Outreach with Local Government Units (LGUs) to discuss their county specific priorities, and maintain county relationships.
• Facilitate process and coordinate records for Inter-district and Statewide Referrals for Residential Placements in other regions as needed
• Other Regional office activities as needed and assigned.
