Minimum Qualifications 1. Must currently be a permanent Developmental Disabilities Program Specialist 2.
OR
2. Must be active and reachable on the Civil Service eligible list for Developmental Disabilities Program Specialist 2.
OR
3. Eligible for 70.1 transfer by way of current permanent status in a title deemed comparable to Developmental Disabilities Program Specialist 2 by the Department of Civil Service (Must also be within 2 salary grades of the targeted title).

NOTE: Provisional appointments will only be considered if there are insufficient in-Title and/or Civil Service List candidates.

Duties Description • Analyzing budgets and price proposals for Independent Support Services contracts.
• Participation in coordination of ISS New Support Requests.
• Analyzing and Renewing budgets and contracts for Family Support Services.
• Assist to coordinate any New Funding or Funding Re-Allocation for Family Support Services by managing a Request for Proposal process for each of the two Family Support Service Boards.
• 63 FSS contracts that are renewed annually, Developmental Disabilities Program Specialist 2 reviews and acts as agency signatory for all.
• Tracking Unit assignments for Home and Community Based Services for approximately 79 agencies in the Hudson Valley Region.
• Coordinate Community Funding team efforts to follow-up on assignments related to Waiver Program Changes and often collects feedback from our agencies related to program changes for central office supports.
• Facilitate processing of Assistive Technology and Environmental Modification requests.
• Facilitate and monitor all Emod contracts ensuring compliance with NYS contracting guidelines including meeting all MWBE requirements.
• Oversees the development of assistive support prices for special projects and supporting day program prices for individuals who have aged out and are maintained in state residential schools.
• Provide technical assistance to agencies regarding fiscal/billing issues, including Consolidated Fiscal Reporting and Grants Gateway assistance with prequalification.
• Oversees District MSC Coordinator who facilitates enrollments, transfers and terminations to the Medicaid Service Coordinator Program for all Voluntary Provider Agencies.
• Liaison with Department of Health and Central Office staff.
• Complete duties as Administrator on Call on a rotating basis for Hudson Valley District.
• Other duties as needed and assigned.

Notes on ApplyingAs a Developmental Disabilities Program Specialist 2, you would provide technical assistance in program planning and budgeting to counties and private agencies providing community-based service to individuals with mental retardation and developmental disabilities. You would supervise the development of programs for these individuals, review plans for the development of new program sites and services to ensure consistency with identified service needs and development plans, and supervise and provide technical assistance and training to Developmental Disabilities Program Specialist 1 staff directly engaged in these activities.
