Minimum Qualifications PREFERRED QUALIFICATIONS:
• Obtain NYS Uniform Building Code certification within one year of appointment.
• Working knowledge of Microsoft Word, Excel, and other related computerized programs.
• Working knowledge of the principles of supervision.
• Working knowledge of applicable agency standards and of appropriate building and construction code regulations.
• Working knowledge of safety policies as they relate to occupational hazards.
• Ability to train and supervise others.
• Knowledge of the proper use of tools, machinery, and equipment utilized in building trades.
• Ability to read and interpret plans, diagrams, architectural blueprints, and specifications.
• Candidate will be required to obtain asbestos supervisor license.
• Valid NYS Driver’s License.
MINIMUM QUALIFICATIONS:
For permanent appointment: Employees currently reachable on the civil service list for Plant Superintendent B or a current Plant Superintendent B eligible for 70.1 transfer.
For provisional appointment: Qualified employees of New York State who have had three months of permanent competitive or 55-b/55-c service as follows:
Either A. as a Plant Superintendent C;
Or B. as a Plant Utilities Engineer 4, Plant Utilities Engineer 3, Public Buildings Manager 2, Building Maintenance Supervisor 2, Regional Park Maintenance Supervisor, Maintenance Supervisor 3, or Maintenance Supervisor 4.
(If you are appointed provisionally, you must take the next scheduled civil service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained).
Non-State Employees:
Six years of experience which included responsibility for at least two of the following areas:
• Management of day-to-day plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards.
• Capital planning of construction/rehabilitation projects.
• Contract management of building maintenance/construction/rehabilitation projects and grounds.
Qualifying management experience: Supervision of employed and/or contracted staff in trades engaged in the operation, maintenance, construction, or rehabilitation of a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant; the development of plans, specifications and estimates for alterations and materials; contract negotiation, approval, monitoring and closeout.
Non-Qualifying experience: Custodial or janitorial services; experience working in manufacturing/machine maintenance, grounds keeping, security, or transportation; or experience performing clerical work.
Substitution: An associate’s degree in Construction Technology, Engineering Technology, Facilities Management Technology, or Plant Utilities Technology will substitute for one year of experience. A bachelor’s degree or higher in Architecture, Civil Engineering, Construction Management, Electrical Engineering, Industrial Management, Marine Engineering, or Mechanical Engineering will substitute for two years of experience.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
• Oversees implementation of policies and procedures related to physical plant operations and maintenance.
• Inspects renovations, new construction, and maintenance repairs ensuring compliance with applicable codes and Agency regulations.
• Develops an annual capital budget plan incorporating renovations, utility replacements, handicap accessibility upgrades, and fire safety improvements to meet the operational program needs.
• Works directly with architects and engineers on the development of infrastructure upgrades and modifications.
• Works directly with Fire Safety Representatives, Safety and Security Officers, Capital Services, and Emergency Management Coordinator to ensure occupancy standards, applicable codes, and Agency regulations are not compromised.
• Supervise renovation and construction work performed by in-house and outside contractors. Verify workmanship related to compliance with industry standards while adhering to contract documents and specifications through plan review and site inspections.
• Direct supervision of maintenance staffing and management of workload via computerized work order program. Develop and maintain manpower reports, preventative maintenance schedules, backlog management, and an environmental compliance platform.
• Ensures maintenance staff development by providing training which focuses on health and safety, occupational hazards, as well as, enhancing skills sets necessary for career advancement.
• Requires daily travel within the district. Will also require some travel within NY State for training and to assist other districts with special projects.
• Other Duties as Assigned.
