Minimum Qualifications Minimum Qualifications
You must have a bachelor's degree in a human services field* AND six years of post-degree experience in the development, delivery, and management of staff development programs in a mental hygiene setting.** Two years of this experience must have been in a supervisory position in a setting providing services to individuals diagnosed with mental retardation, mental illness, or alcohol and substance abuse with responsibility for all or a major part of a comprehensive staff development program.

Substitutions
A master's degree in a human services field* may be substituted for two years of non supervisory experience. A doctoral degree in a human services field* may be substituted for the four years of non-supervisory experience.
* For the purposes of these examinations, a human services field includes disciplines related to the following: addiction studies, child and family studies, communication, communication disorders, community health, medicine, education, gerontology, health administration, human services, nursing, nutrition, occupational therapy, physical therapy, psychology, recreation therapy, creative arts therapy, rehabilitation counseling, social work, and sociology.
** For the purposes of these examinations, a mental hygiene setting is one which is primarily serving individuals diagnosed with mental retardation, developmental disabilities, or mental illness.

You must be a qualified employee of the New York State Office of Mental Health or the New York State Office For People With Developmental Disabilities and have had three months of permanent competitive service as:
Either A. a Mental Hygiene Staff Development Specialist 4;
Or B. a Mental Hygiene Staff Development Specialist 3 or Mental Hygiene Staff Development Specialist 3 (Nursing).
If you were permanently appointed to a qualifying title and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List
After one year of service as a Mental Hygiene Staff Development Specialist 4, or two years of service as a Mental Hygiene Staff Development Specialist 3 or Mental Hygiene Staff Development Specialist 3 (Nursing), successful candidates will be qualified for appointment from the eligible list.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

• Communicate with all managers, including DDSOO Directors, to determine workforce needs in a rapidly changing regulatory and organization environment.
• Liaise with peers (local and central office) in coordinating a communication plan and implementation of trainings.
• Periodically monitor compliance with OPWDD, GOER and other required training and follow up with managers and staff who have not achieved compliance goals.
• Provide reports and status updates, as requested.
• Develop strategic plans to implement directives/training plans and provide regular updates on progress.
• Trainings will include but are not limited to mandated trainings, OPWDD initiative implementation new employee orientation, and facilitation of ad hoc trainings.
• Act as Chairperson and provide oversight of the activities of the DDSOO Traineeship Council per statewide Traineeship guidelines for direct support trainees and direct support supervisor trainees.
• Support agency-wide initiatives, such as recognition events, for Direct Support Professionals, Employee of the Year, and Recruitment.
• Oversight of Education Leave process per OPWDD policy. Work with Bargaining Units and Program Operations managers to explore resources available through contracted monies to enhance skills of the workforce and jointly address unique workforce and organizational development challenges and/or health and safety challenges.
• Manage budget of the Training Department to effectively use available funds to deliver required, supplementary and professional development opportunities to all employees, as directed.
• Direct and indirect supervision of lower level Training and Clerical staff; set direction for method by which Training Department will assist agency in meeting mission of quality, self-directed, service provision for people with developmental disabilities.
• Work with ITS managers and Central Office Training staff to use technology effectively to deliver content in a 24/7 organizational environment across large geographic catchment areas.
• Serve as Administrator on Duty/Administrator on Call (AOD/AOC) on a rotational basis.
• Travel for meetings, trainings, recruitments events is required.
