For Temporary Appointment:
Plant Utilities Engineer 1 is a continuous recruitment examination. Candidates who are not on the eligible list may apply and if appointed, will receive a temporary appointment. Candidates who have not submitted a New York State Application (https://www.cs.ny.gov/extdocs/pdf/nysapp.pdf) to the Department of Civil Service for scoring, must complete the application and submit to the Department of Civil Service. Candidates appointed temporary must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. Candidates who are found not qualified, or who do not receive a reachable score, may not be retained.
Candidates who are current New York State employees may apply for this position if they have a minimum of two years’ experience as a Plant Utilities Assistant.
Candidates must have two years of satisfactory hands-on experience in the operation and maintenance of boilers and/or auxiliary equipment or HVAC equipment in commercial, industrial or institutional facilities (experience limited to residential applications is not considered qualifying);
an associate's degree in Plant Utilities Technology or the equivalent. In order to determine whether a specific degree is equivalent to the Plant Utilities Technology program, the major course of study must include a minimum of 30 college semester credit hours in core curriculum courses, creditable toward the degree, in any combination of the following course areas:
Heating Ventilation and Air Conditioning
Utility Refrigeration Mechanics
Blueprint Reading and Sketching
Boiler and Steam Systems
Electric Utility Systems
Plant Operation and Maintenance
Industrial Instrumentation and Control
Environmental Air Quality
thirty college semester credit hours in core curriculum courses creditable toward an associate's degree in Plant Utilities Technology or the equivalent, in any combination of the course areas as described in No. 1 above;
four years of satisfactory hands-on experience in the operation and maintenance of boilers and/or auxiliary equipment or HVAC equipment in commercial, industrial, or institutional facilities (experience limited to residential applications is not considered qualifying);
completion of a state Department of Labor apprenticeship program for stationary engineers or for plant maintenance (plumber/steamfitter) or plant maintenance (refrigeration/AC), which is a minimum of four years in duration;
possession of a Stationary Engineer or Boiler Operator license, which required a minimum of four years of experience or training.
a bachelor’s degree (from SUNY MARITIME COLLEGE) in Facilities Engineering.
Duties Description As a Plant Utilities Engineer 1 on an assigned shift, you would operate, maintain, troubleshoot, repair, test, and calibrate mechanical and electrical equipment providing heat, hot water, ventilation, air-conditioning and electrical distribution in a safe and efficient manner. You would make recommendations on major overhauls and replacement of equipment and identify, recommend, and develop energy conservation projects. You may supervise subordinate staff in the operation and maintenance of heating facilities and mechanical equipment. You may also supervise contractors in an emergency or project situation and you may be required to assume responsibility for operations of the overall physical plant.
Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), that includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
This position is eligible for the Mid-Hudson Adjustment of $1,513.
