Minimum Qualifications Research Scientist 3 (RS3): Bachelor’s degree in epidemiology, biology, life sciences, statistics, biostatistics, social/behavioral sciences, or a related field and four years of professional post-degree research experience in that field; or, a Master’s degree in one of the above fields and three years of such experience; or a Doctorate in one of the above fields and one year of such experience.
Research Scientist 4 (RS4): Same as listed for RS3 plus an additional one year of experience at each academic level.
Preferred Qualifications: In addition to the above minimum qualifications, the preferred candidate will have a Masters or Doctoral degree in epidemiology, biostatistics or public health and have three or more years of research experience in cancer epidemiology or cancer surveillance; will be proficient in epidemiologic methods; have a good understanding of exposure assessment and environmental risk factors for disease; be proficient in the collection, management, linkage, and analysis of environmental and human health data; have demonstrated excellent written and oral communication skills for diverse audiences; and have strong analytic, organizational, and interpersonal skills. Experience working with large datasets is also desirable.
Duties Description The RS3 level incumbent will be responsible for systematically evaluating cancer patterns in New York State (NYS). In collaboration with NYS Cancer Registry staff the incumbent will participate in all aspects of cancer investigations including: problem definition, literature review, study design and methodology, analysis of cancer surveillance data and other secondary data sources (e.g., census, behavioral risk factor surveillance system), collection of ancillary data, interpretation of findings, and preparation of reports and manuscripts. The incumbent will consult with staff from other areas of the Department of Health (DOH) and the Department of Environmental Conservation on environmental factors that may be contributing to the patterns of cancer incidence and with other experts as needed. The incumbent will interact with the public, local and county health departments, and public officials regarding cancer concerns; prepare communication materials and presentations geared toward different audiences; and make recommendations based on study findings. The incumbent will provide direction and guidance to professional level subordinate staff in the Bureau and other units within DOH. In addition to the duties described above, the RS4 will have increased responsibility and independence, including major responsibilities for all aspects of research projects. The incumbent will interact more closely with higher level staff in DOH and external stakeholders, and may have supervisory responsibilities.
Additional Comments Appointment level will be determined based on qualifications and skills of the selected candidate. Permanent, full-time, non-competitive appointment. Routine travel, including occasional overnight travel and travel to areas which may not be served by public transportation, is required. (~20%)
