Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. The minimum requirements for taking the examination are:
Promotional Exam:
Three months of permanent competitive, non-competitive (including 55-b/55-c), or labor class service in a position allocated to Grade 8 or higher AND Either:
1. one year of experience in the field of occupational safety and health, fire safety and prevention, or building design relating to fire codes; Or
2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, or building design relating to fire codes; Or
3. NYS Firefighter 1 certification.
Open-Competitive Exam:
Either:
1. One year of experience in the field of occupational safety and health, fire safety and prevention, or building design relating to fire codes; Or
2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, or building design relating to fire codes.
Experience limited to firefighting (paid or volunteer) is NOT qualifying.
Agency Safety and Health Representative 1 candidates who are appointed to positions in the Department of Transportation will be required to successfully complete two code courses as required by the New York State Department of State. Probationers who do not complete this coursework will be terminated for failure to successfully complete probation.
Duties Description Incumbent will report to the Regional Agency Safety and Health Representative 2. Duties include but are not limited to those listed below.
Working under the direction of the Regional Safety and Health Representative 2:
• Inspect Regional buildings and structures and ensure that the Region is in compliance with NYS Uniform Fire Prevention and Building code.
• Conduct safety inspections of all regional facilities, prepare reports of findings and recommend corrective action.
•In coordination with Resident Engineers and Group Directors have an active role in routinely scheduled tailgate and safety meetings, and the Region’s Fall and Spring Safety meetings.
• Provide CPR/First Aid, Driver Improvement training; facilitate mandated training related to employee safety and health to ensure timely compliance.
• Administration of OSHA hearing and respiratory protection programs.
• Investigate injury, vehicle and equipment accidents.
• Collect, compile and analyze accident data; prepare verbal and written reports.
• Have a thorough working knowledge of work zone traffic control, Regional Safety policies, rules and procedures.
• Coordinate safety recognition awards.
• Incumbent must obtain within one year and maintain a New York State Code Enforcement Officer’s certificate.
• Have working knowledge of Microsoft software applications: Word: Power Point: Excel and Safety programs used for tracking, maintaining accident, training and other data.
Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
Additional Comments This position will include travel throughout the Region and within the State. Specific requirements, if any, will be discussed at the time of interview. At the time of appointment, and continuously thereafter, candidates must be able to demonstrate their ability to meet the travel requirements of the position either by possession of a valid license to operate a motor vehicle in New York State or access to reliable transportation. Use of Personal Vehicle may be required for work related purposes. Reimbursement will be provided at the Federal Rate.
