• In title Associate Administrative Analyst, Grade 23
or
• Eligible for 70.1 transfer by way of current permanent status in a title deemed comparable to Associate Administrative Ananlyst, Grade 23 by the Department of Civil Service.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The Office for People with Developmental Disabilities (OPWDD) is a state agency providing services to individuals living with developmental disabilities. OPWDD operates over 1,000 homes in which our individuals reside. OPWDD also operates numerous Day Habilitation states in New York state. To help facilitate the transportation needs of our individuals, we have a fleet of approximately 3,400 vehicles which primarily includes sedans, mini, 8, 12, 15 -passenger vans, wheel chair vans, and buses. Each of OPWDD’s 13 districts and Central Office have a transportation supervisor responsible for the local district’s fleet.
OPWDD needs a Fleet Manager to oversee this fleet, statewide. Some of the responsibilities of this position are:
1. Ensure all vehicles are inspected and serviced annually or as appropriate,
2. Ensures manufacturer recalls are distributed to the districts timely and repairs are timely made,
3. Monitors all vehicle repairs and costs for appropriateness given age, repair history,
4. Ensures vehicles are appropriately surplused,
5. Ensures vehicle accidents are appropriately managed,
6. Ensures compliance with all appropriate State motor vehicle laws, including OPWDD compliance with Article 19-A,
7. Prepares new vehicle purchase business case and works with vendors and purchasing to order new vehicles,
8. Ensures new vehicles are properly distributed to the districts and include a proper registration, and appropriate fuel purchasing cards,
9. Ensures vehicle violations are distributed to districts timely, and paid timely,
10. Supervise fleet management staff,
11. Provide functional supervision to transportation staff in the districts,
12. Other responsibilities as needed
This position requires occasional statewide travel to all 13 OPWDD districts throughout the year. It is not necessary to live in the Albany area for this position, although it is preferred. There is the expectation the selected candidate will work out of one of the district offices if not located in the Albany area. District Offices can be found on our website, http://www.OPWDD.ny.gov.
PREFERRED QUALIFICATIONS:
• Demonstrated ability to successfully manage multiple priorities
• Familiarity with New York State motor vehicle laws, including Article 19-A
• Knowledge of vehicles, vehicle repairs
• Ability to learn OGS’s FleetWave system (NYS’s fleet management system) to perform oversight functions, run reports
• Professional demeanor
• Supervisory experience
• Adheres to NYS time and attendance rules
Additional Comments ADDITIONAL QUALIFICATIONS:

• CAPA: Must be cleared by the NYS Central Register for Child Abuse and Maltreatment, if position requires working with minors and not previously cleared.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
