Minimum Qualifications This is a full-time non-competitive position. The minimum qualifications for appointment to a Research Scientist 5 position are: A doctorate and three years of professional research experience in an appropriate field; or a Master’s Degree and five years of such experience. Appropriate fields include: Biostatistics, Economics, Epidemiology, Public Health, Psychology, Sociology, Social Work, or a related social science field.

Candidates with the following experience are encouraged to apply: in both data analytics and mental health care systems as well as demonstrated experience using statistical approaches to understand population health are preferred. Demonstrated supervisory, presentation and scholarly publication experience. Extensive experience working with Medicaid claim, encounter and recipient data is strongly preferred. Experience with SAS, Microsoft Access, SQL, and PL SQL and experience with extremely large datasets and relational databases, data warehousing, Business Intelligence, and Tableau is preferred. Strong candidates will also possess solid organizational and communication skills and the ability to work cooperatively with a wide variety of professional staff, as well as independently.

Duties Description The New York State Office of Mental Health (OMH), Office of Performance Measurement and Evaluation (OPME) is seeking a qualified candidate to fill a Research Scientist 5, Grade 31, position of Behavioral Health Integrated Performance Measurement Center Coordinator in Albany, New York. The position will report jointly to the Director of OPME and the Associate Medical Director of OMH.

New York is transitioning from fee-for-service to Medicaid managed care behavioral health services for adults and children. This is a major transformation in the way care is delivered to individuals with serious mental health and/or substance use issues. A major element of the NYS health care transformation involves the shift to value-based payment (VBP) models that require system, network, and provider level measurement of treatment quality and outcomes.

The Behavioral Health Integrated Performance Measurement Center (“The Center”) will support the development of a robust platform of quality and performance measures and will serve a critical support role to the NYS Medicaid Program as well as VBP reform. The Center will conduct literature and environmental scans to identify innovative quality and performance measurement programs and practices; convene local and national experts to review findings and set priorities for Behavioral Health quality and performance measurement strategies in the NYS Medicaid Program; and produce reports summarizing the impact of NYS Medicaid Managed Care redesign and VBP programs on Behavioral Health service use and quality of care in NYS. Examples of priority focus areas for the Center include:

1. Identify strategies to leverage existing NYS data sets and information platforms, including provider EHRs, to support behavioral health performance measurement and quality improvement activities for both children and adults.
2. Examine existing quality and performance measures for integrated (medical – behavioral health) care interventions and propose modifications/additions most likely to promote uptake of integrated care models in the NYS Medicaid Program.
3. Identify a core set of recovery quality and performance measures of functioning and recovery for the behavioral health population with serious mental illness and identify testing and review procedures that allow for non-endorsed functioning and recovery measures to progress from exploratory status to use in accountability and quality improvement programs.

The incumbent will supervise a team of NYS OMH research scientist staff and will have primary responsibilities for conducting data analyses using Medicaid claims and other administrative databases that will support the development and implementation of behavioral health quality and performance measures. Specific duties to be performed may include, but are not limited to, the following:

• Co-Lead NYS State agency planning meetings/calls related to performance measurement and value-based purchasing.
• Develop ongoing literature scan/reviews to and track/summarize VBP/performance measurement initiatives being implemented in other states
• Design and interpret analyses of current and proposed new BH performance measures using available NYS data
• Design and interpret analyses of performance measures for individual NYS HARP value-based payment pilots
• Develop reports summarizing analyses of service use and performance measurement data to inform NYS Medicaid Managed Care Organization oversight and tracking NYS OMH System Transformation goals
• Develop data strategies to monitor access to behavioral health services;
• Contribute to the development of programs and policies through the use of data analysis (including analysis of Medicaid fee-for-service and encounter data, CFR data, PCS data, Health Home data, criminal justice data, housing/homeless data and other data).
• Supervise a team of research scientists to support The Center.
