Minimum Qualifications Transfer Qualifications: Current NYS employee with one year of permanent or contingent-permanent service at M-4 or higher and eligible for transfer deemed administrative under Section 52.6 of Civil Service Law. OR
Promotional/Provisional Qualifications: Current NYS employee with one year of permanent or contingent-permanent service at M-3 or higher in a human resources, training or labor relations title.
Preferred Qualifications: Strong background in the human resources field; excellent communication and negotiation skills; problem solving experience; ability to establish, maintain and encourage collaborative and effective relationships; and experience managing multiple priorities and coordinating agency-wide projects.
Duties Description The Director of Human Resources 5 (DHR5) is responsible for oversight and direction of all aspects of human resources in the Department of Health. The DHR5 oversees personnel, employee relations, payroll, staff development, and occupational health and safety programs and activities. The DHR5 develops and implements human resources policies; provides guidance to agency executives, managers and other staff; serves as the executive liaison to the Employee Assistance Program (EAP) and the Task Force for Women’s Initiatives (TFWI); represents the agency on various statewide committees and workgroups; presents on human resources topics at events; leads human resources participation in strategic planning and lean process improvement opportunities; collaborates with HR Directors at the DOH Veterans’ Homes and Helen Hayes Hospital; and works closely with staff in the Department of Civil Service, Division of Budget, Governor’s Office of Employee Relations, Center for Recruitment and Public Service, Business Services Center and representatives of the employee unions.
Additional Comments This position may involve limited statewide travel that could include locations not served by public transportation. Full-time, permanent or provisional appointment. Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. A date for the Director Human Resources 5 examination has not been announced.
