Minimum Qualifications Candidates must have one year of permanent status as a Mental Health Program Specialist 3 Clinical and be eligible for lateral transfer OR be eligible to transfer via Section 52.6 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate for the position of Mental Health Program Specialist 3 Clinical, M-1, to work within the Office of Quality Improvement, Clinical Risk Management Unit. The Mental Health Program Specialist 3 Clinical functions as a Clinical Risk Management (CRM) Training Coordinator and will be responsible for raising provider's awareness regarding the value of risk reduction process functions, adherence to existing regulations, and the importance of outstanding matters submission. Under the direction of the Director of Strategic Risk Reduction, the candidate will develop professional training and directly assist in the promotion and understanding of required standards and risk reduction practices as well as design, develop, and implement trainings to meet the goals and objectives of the unit and the needs of OMH providers.

Duties include, but are not limited to, the following:

- Develop training curriculums, as directed by the Director of Strategic Risk Reduction, that meet the needs of the Clinical Risk Management unit.

- In coordination with CRM staff, conduct the following trainings:

Investigations training. This multi-day training explains best practices and valued techniques such as: securing the scene, conducting witness interviews, preparing a written statement, gathering evidence and writing investigative reports. The training is currently conducted bi-annually in each of the five OMH regions of the state.

Sentinel Events/Root Cause Analysis training. Egregious events meeting specific criteria require an in-depth review of the systemic causal factors. The training describes in detail the steps required to complete this process which is required by our state operated and licensed psychiatric facilities that are accredited under The Joint Commission.

- The candidate may be asked to review Corrective Action Plans. All substantiated allegations of abuse or neglect and significant incidents require a robust corrective action plan. Effective plans are directly correlated to our unit's mission of mitigating the occurrence of untoward events in psychiatric recovery settings.

- Assist in the development and implementation of a training module for the expansion of an agency wide complaint process to all designated departments, including OMH’s 23 psychiatric centers throughout the state.


- Responsible for the report development, maintenance, and periodic distribution to CEOs and Executive Directors regarding current pending matters.
