Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Duties will include but are not limited to the following:

• Coordinating with MHSTCC member agency staff to gather the most updated transportation project information from project sponsors;
• Coordinating all aspects of project solicitation and project selection, including annual Capital Program, and federal and state grant programs;
• Supporting development and maintenance of the Transportation Improvement Program (TIP), which outlines the federally-funded transportation projects over a five-year period, in accordance with federal and state regulations and guidelines;
• Assisting in the development and maintenance of regional mobile source emissions analyses for Transportation Conformity Determinations prior to any federal funding or approvals, as required under the Clean Air Act Amendments of 1990. This includes collecting and analyzing federal aid project proposal data and project information from member agencies for highway and transit projects as input into the conformity process;
• Supporting the development of NYMTC’s long-range Regional Transportation Plan, which is federally required every four years for projects to be eligible for federal funding;
• Developing and preparing reports, such as TIP action reports, progress reports, project status reports, etc., using various software packages;
• Analyze TIP components for fiscal constraint with respect to allocated funds;
• Participating in NYMTC’s public outreach activities related to each of the three federally-required products (Regional Transportation Plan, Transportation Improvement Plan, and Unified Planning Work Program), and two analyses (Congestion Management Program and Transportation Conformity), as well as public meetings held by the MHSTCC;
• Serving on committees or working groups, in various capacities, to facilitate the development of federally-required products and analyses;
• Preparing draft correspondence, documents, handouts and brochures.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
