Minimum Qualifications Candidates must be reachable for appointment from the Mental Hygiene Staff Development Specialist 3 eligible list or the Professional Career Opportunities – Select Job Titles eligible list;
OR
Transfer Opportunities - Candidates must have permanent status as a Training Specialist 1 Mental Hygiene, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 70.4 of the Civil Service Law. In order to be eligible for 70.1 transfer, candidates must have one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades of the SG-18 level. In order to be eligible for 70.4 transfer, candidates must have a Bachelor’s degree in a Human Services field and status on the PCO – Select Job Titles eligible list AND have one year of permanent service in a title within two salary grades of the SG-18 level.
Duties Description As a Training Specialist 1 Mental Hygiene, you would develop and present training programs to improve and maintain the knowledge, skills, and abilities of employees (who are charged with treating mentally ill and developmentally disabled persons in institutional and community settings) used on-the-job, to better enable those employees to carry out the employing agency’s mission. Employees may train agency employees directly; or may provide direct training to local government employees or other parties; or may develop and administer contracts for providing training services.

Additional Comments Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
