Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Internal Reassignment: Candidates must be current Office of Mental Health employees with permanent or contingent-permanent service as a Mental Health Program Specialist 2 and interested in reassignment.

OR

Transfer: Candidates must be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.

Duties Description The Office of Mental Health (OMH) is currently recruiting to fill two Mental Health Program Specialist 2, Grade 23, positions in the Hudson River Field Office. The incumbents of the Mental Health Program Specialist 2 positions will work as part of a multi-disciplinary team of professionals representing key mental health functional areas throughout the 16-county Hudson River region providing programmatic and/or compliance activities related to: licensing and funded programs; Medicaid Managed Care; current and new initiatives; and both adult and children’s services. Specific duties to be performed may include, but are not limited to, the following:

Conduct on-site inspections of licensed mental health programs including inpatient, outpatient and community residential facilities to determine compliance with OMH regulations.

Prepare final recommendations and written reports for renewal of certification and the issuance of an operating certificate.

Collaborate with OMH Licensing Staff on conducting audits of programs and reviews of managed care implementation ensuring follow up and completion of Plans of Corrective Action.

Assist and coordinate with the OMH Division of Managed Care, Office of Alcoholism and Substance Abuse (OASAS), Department of Health (DOH), and Department of Financial Services (DFS) in the planning, implementation, and investigation of Medicaid Managed Care programs and services for individuals with behavioral health conditions.

Participate in Home and Community-Based Services (HCBS) and other provider designated and credentialing procedures related to: Managed Care; plan readiness and ongoing service reviews; and the DOH Health Home re-designation surveys.

Collaborate with DOH and OMH Division of Managed Care in monitoring local Health Home and care management agency performance, aimed at improving Heath Home service to people with mental illness.

Monitor and facilitate Medicaid Managed Care Plan use of cost effective services.

Participate in special projects as assigned, as well as system transformation initiatives.

Ensure timely provision of services and the utilization of existing services including services in the assisted outpatient treatment (AOT) community. Coordinate with the AOT specialist and Central Office to review local written and data reports demonstrating assisted outpatient compliance and the availability of services and medications as required by law.

Conduct routine Desk Audits to monitor and ensure ongoing compliance with New York State established Program Outcomes and Standards of Care for all regional programs including but not limited to assertive community treatment (ACT), Clinic and personalized recovery oriented services (PROS).
