Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Internal Reassignment: Candidates must be current Office of Mental Health employees with permanent or contingent-permanent service as a Mental Health Program Specialist 4 and interested in reassignment.

OR

Transfer: Candidates must be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 27 level.

Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 4, Grade 27, position in the Hudson River Field Office. Under the direction of the Field Office Director, the incumbent will manage, coordinate and oversee policy, regulatory, and operational functions for the Hudson River Field Office. The incumbent will supervise and coordinate a multidisciplinary team and perform a variety of activities related to certification and licensing in the Hudson River region, and will be a key member of the Field Office Management Team. Specific duties to be performed may include, but are not limited to, the following:

Organize, supervise, and coordinate licensing staff review teams assigned to and involved in monitoring community based treatment and support services within the Hudson River region, ensuring uniformity and conformance to policy and regulations.

Oversee the review of Prior Approval Review (PAR) applications, conduct certification visits of new and existing programs, monitor the recertification schedule and visit outcome to determine staff progress in meeting deadlines. Schedule follow-up activities and deploy staff as appropriate to review the program’s performance improvement plans.

Recommend policies and procedures to the Field Office Director, Field Office Management Team and OMH Executive Level staff regarding care coordination, standards compliance and local implementation of various initiatives.

Represent the Field Office and the Office of Mental Health (OMH) in the development and implementation of new initiatives and special projects.

Participate in the transition to Managed Care in the region and lead licensing staff in this transition.

Advocate for development of effective and efficient service delivery systems.

Represent OMH at meetings and task forces with external agencies, mental health advocacy groups, and trade organizations.

Consult with counties and providers in the development or expansion of mental health services and provide regulatory guidance with program issues.

Manage the development, licensure, and regulation of mental health programs throughout the Hudson River Region.

Participate in the Field Office Disaster Mental Health team.
