In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotional examination for the position of Associate Administrative Analyst in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications of having at least one year of permanent service as a Senior Administrative Analyst, if all requirements of a non-competitive promotion appointment are met.
Duties Description The Office of Mental Health (OMH), Center for Human Resource Management, Bureau of Central Office Personnel Services, is recruiting to fill an Associate Administrative Analyst, G-23, position.
Under the guidance and supervision of the Associate Director Human Resources 2 Labor Relations, the incumbent’s duties will include, but are not limited to, the following:
Health and Safety
• Oversee OMH photo identification badge, agency parking services and building access services and visitor information for employees, contractors, and interns at 44 Holland Avenue.
• Maintain updated parking database and issuance of parking permits for employees, contractors, and vendors.
• Provide technical guidance for activities related to the tenant health and safety organization.
• Participate in health and safety programs such as the Workplace Violence Prevention and Response Program, building security walk through assessments, and assist with implementation of operational procedures regarding health and safety programs.
• Assist with the response to employee or union concerns regarding health and safety such as assisting with the coordination of in-house staff or external vendors to satisfactorily resolve issues.
• Ensure appropriate security measures are included in all new and modified building safety plans.
• Assist with policy development, research, forms, and practices impacting health and safety issues and solutions.
Space Planning
• Plan and coordinate space allocation at 44 Holland Avenue including new construction and renovations.
• Meet with OMH program managers to determine specific space requirements ensuring space designs and modifications reflect the needs of the customer and conforms to OGS space allocation guidelines.
• Coordinate the physical movement of staff throughout the building and collaborate with building management on necessary modifications such as electrical changes.
• Collaborate with OGS, building management, contractors, and vendors for the negotiation and approval of design modifications and specifications.
• Conduct analytical research in such areas as administrative cost breakdowns, agency population, parking, building security, etc.
Procurement
• Research equipment and furniture purchases while comparing options, pricing, and delivery.
o Make purchase recommendations and place orders for the purchased equipment and furniture.
o Coordinate delivery and place items into inventory or movement to the work location.
• Coordinate the agency chargeback accounting and reporting.
