Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list to be considered for permanent appointment to the position.

The minimum requirements for taking the Open Competitive examinations are:

Engineer Trainee, SG-18:

A bachelor’s degree in Civil Engineering; Civil Engineering Technology; Construction Engineering; Construction Engineering Technology; Construction Management Engineering Technology; Geotechnical Engineering; Hydraulics Engineering; Materials Engineering; Materials Science and Engineering; Metallurgical and Materials Engineering; Structural Engineering; Transportation Engineering or Transportation Planning and Engineering.

OR

Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.

Preferred Qualifications:

If you are applying with proof of successful completion of the FE examination, preference will be given to applicants with one year of engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.

NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year you will advance to the title of Assistant Engineer Civil/Transportation, G-20. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

Assistant Engineer (Civil/Transportation), SG-20:

Duties Description The incumbent will work under the direction of a higher-level professional in the Traffic Operations Bureau; Traffic Signal Lab. Duties will include, but not limited to:

• Assist in establishing traffic regulations, quality control requirements and quality assurance programs to assure projects meet specified Department requirements concerning capacity, operational and safety conditions of the highway corridor.

• Perform and evaluate testing of various types of controllers, cabinets, conflict monitors, current monitors, power distribution assemblies, switch packs, modules, detectors, isolation cards, probes, memory modules, modems, countdown times, and preemption control hardware.

• Perform acceptance testing on various bench and/or environmental chamber for various controllers, cabinets, conflict monitors, current monitors, power distribution assemblies, power supplies, light emitting diodes, etc.

• Provide technical advice and training to Regional field technicians, electronic design of circuits for hardware testing, new product testing and approval, data communication equipment testing and installation assistance, assisting contractors with questions concerning signal equipment, reviewing Regional electronic design specifications for non-traditional roadside devices on contract, developing/modifying hardware diagnostics software.



• Prepare and review various bid documents (IFB, RFB), support the integration of ITS elements into traffic control equipment, advise management on cross-cutting issues related to technical implementation and Departmental practices

• Represent NYSDOT for AASHTO on ITS Cabinet working group.

• Maintain working knowledge in the fields of Traffic control devices and ITS equipment. This includes reviewing Federally funded research on equipment and procedures for potential incorporation into the Department.

• Work on special electrical projects such as providing technical assistance in the design of highway lighting projects.

Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
