Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 3, G-27 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-25 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications:
Master’s Degree in Public Administration, Business Administration or Health Administration.
Experience in a broad range of administrative, operational and personnel issues.

Duties Description This position reports to the Deputy Regional Director and is responsible for the oversight and direction of Operational, Personnel, and Fiscal duties within MARO. Incumbent supervises the Regional Human Resource and Operations Office. The Director of Administrative Services will also work in close collaboration with Program Directors in fulfilling the operational, human resources, and fiscal needs of the Region. Major duties will include, but are not limited to:
* Review and assess Regional Office issues from a cross-program perspective and ensure that MARO priorities and initiatives have a positive impact on the overall functionality of the office. Participate in the oversight and management of the Administrator on Duty (AOD) Program for the Region. Monitor staffing changes for space and succession planning. Advocate on behalf of MARO programs with other Regional offices and central office program managers in communicating needs and securing resources.
* Serve as principal liaison with the DOH Human Resources Management Group (HRMG) and HRI Human Resources Office in the administration of the Department’s Personnel, Employee and Labor Relations, Employee Benefits, Occupational Health and Safety and staff development programs for Regional Office Staff. Work with DOH Bureau of Employee Relations as appropriate in disciplinary proceedings. Manage the acquisition of in-house staff training through the DOH Staff Development Unit and outside sources as needed.
* Serve as liaison to the DOH Operations Management Group (OMG) and building management company in administering tenant safety program, and provide guidance to the Tenant Safety Organization. Coordinate space, equipment and supply allocations between programs, as well as the Regional Office Emergency Operations Center, to accommodate needs and changes in personnel, equipment and workflow.
* Prepare, implement and monitor Regional Office budgets and expenditure plans, including plans for the Regional allocation and budgets for special projects. Oversight of Regional Office purchasing and inventory process, including evaluation of equipment, supply and service needs, development of purchase justifications, preparation of purchase and inventory control documentation and supervision of purchasing through the P-Card process.
