Possession of a license to practice medicine in New York State and board certification in general psychiatry by the American Board of Psychiatry and Neurology. Eligible for full and unconditional participation in the Medicaid and Medicare programs.
Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Psychiatrist 2 vacancy in the New York City Field Office (NYCFO). The Psychiatrist 2 will serve as the Clinical Coordinator of Homeless Services for the NYCFO. The incumbent of this position assists with the development of standards and programs relating to the clinical and behavioral health services provided within the New York City (NYC) region by facilities and programs operated, contracted and licensed by the Office of Mental Health that focus on the needs of street or sheltered homeless recipients. Additionally, the incumbent serves as a consultant for the Psychiatric Services & Clinical Knowledge Enhancement System (PSYCKES) project by providing clinical support and guidance in their efforts to provide clinical, program and system level information about the needs and services received by homeless recipients. Specific duties to be performed may include, but are not limited to, the following:
Provide clinical support and guidance to the staff in the NYCFO on all fronts, e.g., service development and design issues and quality concerns related to the Governor’s Homeless Initiative which includes:
• Implementing and overseeing ten state-contracted Assertive Community Treatment Teams and other outreach and transition in care services focused on homeless recipients identified through City mental health program shelters; and
• Efforts to maximize communication between OMH licensed Comprehensive Psychiatric Emergency Programs, recipients and NYC region shelter providers so that successful protocols in this area can be shared with programs in other parts of the state; and
• Assisting providers and recipients with the aim of moving homeless recipients off the streets and out of shelters into appropriate, safe and stable housing.
Participate in defining core clinical competencies for staff of facilities and programs operated by OMH in the NYC region, and collaborate with Central Office and NYCFO staff to schedule meetings and site visits to maximize communication between homeless providers, City stakeholders (DHS/HRA, NYCDOHMH, etc.) to promote learning and best practice implementation.
Provide insight and consultation to the NYCFO staff related to the clinical context of system reform efforts to promote recovery and overall wellness for homeless recipients, including issues such as engagement techniques, understanding the various services/programs available to homeless recipients, and the housing and other resources specifically targeted to this population.
Consult on matters related to quality of care in programs operated and licensed by OMH in the NYC region that serve homeless recipients with a focus on establishing low-burden, highly actionable indicators of success related to implementation of the new ACT teams, and other City/State efforts related to improving housing access and services provided to homeless recipients.
Coordinate, as appropriate, with senior staff from several Bureaus to meet collective objectives.
