Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable from the appropriate Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law. Candidates must have one year of permanent competitive or 55-b/55-c service in a clerical or secretarial title allocated to Grade 5 or higher.

This position is normally filled via competitive Civil Service examination; however, a viable eligibility list may not exist in this location. Therefore, NYSDOT may be authorized to make a provisional appointment at this location. If you are appointed provisionally, you will have to take and pass the next Civil Service examination for this title, when it is administered. Employees appointed provisionally must be reachable on the resulting eligibility list for that title or their employment in the position will end.

Duties Description Under the general direction of the Bridge Maintenance Engineer, the incumbent will: assist in managing the budget and monitor expenditures for three separate Bridge Maintenance facilities; ensure compliance with State and Department purchasing procedures while preparing purchase orders, change notices and vouchers; perform a variety of personnel/payroll functions including: appointment processing, new employee orientations, payment of various benefits (i.e., work clothing, SAD pay, Shift Lump Sum, etc.), and assist supervisors and employees with various personnel-related issues (i.e., time and attendance, employee benefits, etc.). Incumbent must become familiar with and proficient in the use of a variety of computer applications (i.e., MAMIS, HRIS, AS-400, TRINFO, Word, Excel, etc.). The candidate will be responsible for supervising one clerical employee. The successful candidate must have the: initiative necessary to work independently, ability to multi-task, and capacity to appropriately handle a wide array of customers and situations.
