Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Associate Health Planner, SG-23; OR current New York State employee with one year or more of permanent or contingent-permanent service in a title at or above SG-21 and eligible for transfer under Section 52.6 of the Civil Service Law.

QUALIFICATIONS
Knowledge of NYS Medicaid Managed Care (MMC). An understanding of the 1115 Medicaid Redesign Team Waiver, and its relationship to the provision of Medicaid benefits impacted by Delivery System Reform Incentive Payment (DSRIP) and Value Based Payment (VBP) initiatives. Experience in managing MCO provider and management contract with focus on population health, provision of services, and delegation of management functions.
Duties Description The incumbent of this position will be responsible for the general oversight of Managed Care Organizations (MCO) to ensure compliance with Public Health Law Articles 44 and 49 as well as NYCRR Part 98. The incumbent will be responsible for the following: assist in policy and procedure development; provide assistance to the Bureau and MCOs with the transition to a Value Based Payment system; assist in the review and approval of management and provider contracts; provide guidance to MCOs regarding DOH policy changes or other applicable correspondence; provide assistance in the review and validation on statements of deficiencies and review of plans of correction, and participate in follow-up surveys; participate with intra or inter departmental planning committees and workgroups; create and maintain monthly reports regarding MCO activity; produce quarterly certification reports for CMS; liaison with other DOH bureaus or state partners where applicable; other related duties as applicable. Travel is required.
