Minimum Qualifications In order to be considered for appointment, candidates must be reachable from the Civil Service List for this position or be eligible for transfer in accordance with Civil Service Law. At the interview, candidates must be prepared to demonstrate how their backgrounds qualify them for the position.
Duties Description Under the direct supervision of an Environmental Specialist 3, the incumbent will work in the Environmental Impact Statements & Special Projects Bureau and will be responsible for the duties as described in the Department of Civil Service Classification Standard for an Environmental Specialist 2. These duties include, but are not limited to:
• Performing quality assurance reviews of project documents such as Environmental Impact Statements (EISs), Environmental Assessments (EAs), and other Design Approval Documents and Re-evaluation statements;
• Acting as a liaison for the New York State Department of Transportation (Department) with State and federal advisory and regulatory agencies, traveling statewide to meet on various environmental issues;
• Providing technical assistance and process knowledge to Regional and other Department staff and consultants on environmental topics and processes, such as cultural and historic resources, endangered species, the National Environmental Policy Act (NEPA) and the State Environmental Quality Review Act (SEQRA);
• Defining the scope of consultant services required for a project;
• Participating at public hearings and/or meetings regarding environmental analyses related to projects;
• Facilitating resource sharing within and between Regions; and
• Supervising staff engaged in, or providing assistance to, those preparing environmental documentation for projects.
Responsibilities may include serving a role within the Incident Command System to support the Department response to regional and statewide emergency situations.
