Please Note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.

Duties Description The Department of Financial Services (DFS) is seeking candidates for the position of Information Technology Specialist 2 (Programming) in its Information Technology Unit. The incumbent of this position will develop, test, analyze and maintain new software programs and applications in support of DFS initiatives. Duties of this position will include, but may not be limited to, the following:

• Collaborates with developers, programmers and designers in conceptualizing and developing new software programs and applications;
• Analyzes and assesses existing business systems and procedures;
• Assists in the definition, development and documentation of software business requirements, objectives, deliverables and specifications on a project-by-project basis in collaboration with internal users and business units;
• Assists in defining software development project plans, including scoping, scheduling and implementation;
• Researches, identifies, analyzes and fulfills requirements of all internal and external program users;
• Conducts research on emerging application development software products, languages and standards in support of procurement and development efforts;
• Liaison with vendors for efficient implementation of new software products or systems and for resolution of any adaptation issues;
• Liaison with network administrators, systems analysts and software engineers to assist in resolving problems with software products or DFS software systems;
• Writes, translates and codes software programs and applications according to specifications;
• Writes programming scripts to enhance functionality and/or performance of DFS applications as necessary;
• Designs, runs and monitors software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement and general debugging;
• Administers critical analysis of test results and delivers solutions to problem areas;
• Generates statistics and writes reports on the status of the programming process;
• Develops and maintains user manuals and guidelines;
• Trains end users to operate new or modified programs;
• Installs software products for end users as required; and
• Manages and/or provides guidance to junior team members.


Preferred Qualifications:

• Knowledge of Java programming, frame works, web services.
• Experience in Linux and windows environment.
• Experience in Unix/Linux and Shell scripting.
• Knowledge of application servers like Tomcat, JBoss, etc.
• Database development experience using Oracle 11g/12c.
• Experience in SQL & PL/SQL modules such as packages, procedures, functions and other database objects.
• Knowledge of Oracle Application Express.
• Experience in Performance Tuning of application code at the database level.
• Knowledge of Data Modeling Concepts using Relational / Object Models and techniques.
• Developing in, or supporting a JavaEE web programming environment.
• Programming using Responsive Web Design (RWD) Techniques.

Additional Comments Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment
