Minimum Qualifications EDUCATION & REQUIREMENTS:
Education level required: Bachelor’s degree; Master’s degree preferred.
Equivalent Experience required: 8 - 10 years relevant experience, including supervisory experience.
Knowledge/Skills Required: Excellent written and verbal communication skills; knowledge of Microsoft Office and Customer Relationship Management (CRM) systems.
Duties Description BASIC FUNCTION:
Manage administration of ESD tax incentive programs.
WORK PERFORMED:
•Manage administration of ESD active tax incentive programs including, Excelsior, Film Production Tax Credit, Life Sciences Tax Credit, START-UP NY, Employee Incentive Tax Credit, and maintenance of legacy program, i.e. Empire Zones, CAPCO.
•Direct program staff in developing objectives, goals and plans for coordination of statewide activities to insure orderly administration of these programs.
•Manage a process for coordinating review of business applications for participation in the programs, monitoring business’ progress in meeting goals and initiating corrective action where necessary to ensure goals are met, including removal from the program and handling administrative appeals.
•Develop and interpret program guidelines, policies and procedures as prescribed in regulations and recommend additional legislative provisions for future consideration. Consults with Counsel’s Office, when necessary, regarding interpretation of statutory and regulatory provisions that frame day to day decisions about program operations. Serve as liaison with officials of agencies or organizations involved in ESD’s tax incentive programs. Disseminate relevant information and comply with all reporting requirements.
•Establish program goals and objectives and metrics for evaluation of program performance.
•Ensure effective communication, coordination and integration of activities between departments and units within the division and other divisions and departments of ESD, regional and local economic development agencies, other State, local and federal agencies, and other public and private sector stakeholders and organizations as needed.
•Review and approve material prepared by division staff, including letters, briefings, brochures, reports, marketing material, website content, etc.
•Supervise and manage program staff, including matters such as establishing and approving work plans, signing time cards, approving in-state travel, directing and supervising staff, performance reviews and management, etc.
•Carry out a program of continuous improvement, making suggestions to the President and CEO that will result in the streamlining and better delivery of ESD programs and services.
•Oversee/undertake special projects or initiatives as needed.
•Ensure that program information, records and databases are maintained and provided to others as needed.
•Oversee responses to information requests from a variety of sources, e. g. business clients, economic development specialists and public relations staff within ESD, individuals (both in and out of State), and senior management of ESD.
