Minimum Qualifications A Bachelor's Degree and two years of professional research experience in the appropriate field, or
a Master's Degree in the appropriate field and one year of such experience. Strong written and oral communication skills are required.
A Master of Science or a higher degree in Statistics, Mathematics, Software Engineering, Computer Programming, Information Technology, or related field is preferred. Preference will also be given to candidates who possess overlapping experience in the fields of air pollution control, database management, and proficiency with Structured Query Language (SQL).
Area of Specialty is Air Pollution.
Duties Description The Bureau of Mobile Sources and Technology Development (BMSTD) is responsible for researching, formulating, and implementing control programs to reduce harmful emissions from vehicles and engines in New York State. The Light-Duty Vehicle Programs Section administers the Low Emission Vehicles (LEV), Zero Emissions Vehicle (ZEV), Greenhouse Gas (GHG), and enhanced motor vehicle Inspection and Maintenance (I/M) programs. The Research Scientist 1will direct research related activities associated with established mobile source emission control programs, notably the NYVIP2 and the ZEV programs. An extensive amount of technical data is generated from these programs. The position requires the completion of data reduction and analysis tasks and the development of databases. This position will be the Department’s key staff member responsible for the completion of federal I/M reporting and program evaluation requirements. Specific duties will include:
• Complete queries of the NYVIP2 inspection database (Microsoft SQL Server 2012) to complete the annual EPA I/M Report, biennial EPA Program Evaluation Report, and periodic program summary reports. Coordinate DEC’s I/M data management needs with the NYVIP2 contractor.
• Complete queries to supplement established programming used to identify potentially fraudulent emission inspections for enforcement purposes.
• Conduct independent research of I/M emissions test results and other technical information to allow for the evaluation of the Bureau’s existing air pollution control programs (i.e., HDDV I/M, LEV, I/M) and assist in the planning of future control programs.
• Develop research plans to investigate special purpose assignments involving small to moderate scale databases (i.e., Using a prospective set of data, determine what program changes can and cannot be technically supported).
• Develop and present research findings in both internal and external forums.
Additional Comments Must have valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel, overtime and overnight travel may be required.
