Minimum Qualifications Transfer: Department of Health employee with permanent or contingent-permanent status as a Public Health Educator, G22; OR current New York State employee with one year of permanent or contingent-permanent service in a title G20 or above and eligible for transfer to Public Health Educator under Section 70.4 of the Civil Service Law by meeting the below provisional qualifications.
Provisional: Bachelor's or higher degree, including or supplemented by 30 credits in education and four years of experience in the development and implementation of a public health/health education program that includes an outreach component. A Master’s Degree in education or public health may be substituted for one year of the required experience.

QUALIFICATIONS
Excellent oral and written communication skills, including training and presentation skills; experience in planning and implementation in public health programs, including educational initiatives addressing sexually transmitted infections (STIs) and involving populations experiencing high levels of STIs (e.g., adolescents, communities of color, MSM). Experience applying theories of individual and community behavior change and social marketing to public health intervention programs, and translating data for consumers and non-technical providers. Strong background in developing and coordinating innovative health communications and programming. Experience in project evaluation, contract development, and management.

Duties Description The Public Health Educator will be responsible for the development, implementation, and coordination of community and health-provider educational activities, programs, and policies related to prevention and treatment of STI’s. This will include creating educational campaigns tailored to the needs of groups at-risk for STI’s, as well as providing technical assistance to local health departments and community based organizations in the design and implementation of effective local STI-related programs and outreach interventions. The incumbent will work with professional staff in the AIDS Institute to develop and coordinate programs and health communications (publications, website) intended to reduce STI’s in NYS. The incumbent will also be responsible for helping develop and/or review Requests for Applications (RFA’s) for AIDS Institute procurements. Furthermore, the incumbent will be responsible for implementing the recommendations developed by the STI Workgroup of the AIDS Advisory Council, Ending the Epidemic Subcommittee, and coordinating other STI strategic planning activities as needed.

Additional Comments Full-time, permanent transfer or provisional pending examination. Provisional appointee will be required to take the next Civil Service PHE examination, and be immediately appointable on the resulting eligible list, to maintain employment. Occasional travel, including overnight, to areas that may not be served by public transportation is required.
