Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingentpermanent,
competitive status as a Health Program Administrator 1 (G23) OR a NYS
employee with one year or more of permanent or contingent-permanent, competitive service
in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator
1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

QUALIFICATIONS
Public Awareness and Outreach: Interpretation and communication of policies, procedures,
and regulations pertaining to the provider approval, monitoring and due process as they apply
to the Early Intervention Program to local government officials, providers, and other
stakeholders as appropriate. Data collection and analysis related to provider approval, due
process, and monitoring. Knowledge and familiarity with federal and state laws and
regulations pertaining to young children with disabilities. Excellent oral and written
communication skills.

Duties Description The Health Program Administrator 1 (HPA1) position will be responsible for Provider
Approval, Due Process and Monitoring functions within the Bureau of Early Intervention. This
includes supporting functions related to developing the Early Intervention Provider
Agreement, evaluating and approving early intervention providers, developing policies and
procedures for the provider re-approval process, communicating with early intervention
providers, ensuring families receiving early intervention services are afforded their due
process rights when any disputes occur, and programmatic monitoring of providers, which
involves contract management. The HPA1 will also be responsible for assisting with the
management of the day-to-day responsibilities of the unit’s multiple activities, including
supervision of approximately 3-4 bureau staff.

Additional Comments Permanent, full-time appointment. Occasional travel, including to areas that may not be
served by public transportation, may be required.
