Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment.

Section 70.1 Transfer to Education Finance Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.1 Transfer to Education Finance Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer to Education Finance Specialist Trainee 1: Candidates may be eligible for Section 70.4 transfer to Education Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or the Public Administration Traineeship Transition (PATT) eligible list.

Duties Description The New York State Education Department’s (NYSED) Rate Setting Unit (RSU) is seeking applicants for an Education Finance Specialist 1 position. The RSU is primarily responsible for developing rates for special education programs serving students with disabilities, ages 3-21. Duties of this position include, but are not limited to, the following:

• Oversee the Dormitory Authority (DA) billing process for schools receiving DA funds to support capital projects;
• Administer the Teacher Certification Grant Process, which provides funding to schools to ensure appropriate certification of teachers;
• Process funding for the Excessive Teacher Turnover Prevention Program;
• Respond to FOIL requests;
• Calculate and recommend rates for the NYS School for the Deaf and the NYS School for the Blind, working closely with Bureau of Budget Coordination;
• Participate in the testing, implementation and support of the online system used in the RSU process;
• Provide technical support to approved special education providers; and
• Monitor rate processing using database reports to identify areas of concern.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointee’s negotiating unit. The salary above applies to candidates appointed to Education Finance Specialist 1, SG-18. The hiring rate for candidates appointed to Education Finance Specialist Trainee 1 starts at $42,986 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Transfers to Education Finance Specialist Trainee 1 and appointments from the New York State Education Department’s Public Administration Traineeship Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible lists will require successful completion of a two-year traineeship which leads to the title of Education Finance Specialist 1, SG-18.

*Leads to a maximum salary of $71,980 based on annual performance advances.
