Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55 b/c service as a Supervising Computer Operator.

PREFERRED QUALIFICATIONS: Experience writing queries and analyzing data from large data sets and experience working with the collection and reporting of student-level data. Special consideration will be given to candidates who possess a high level of knowledge, proficiency and practical experience with Microsoft Access and SAS.
*Leads to a maximum salary of $71,980 based on annual performance advances.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Information Technology Specialist 2 position in the Office of Information and Reporting Services (IRS). This Office is responsible for the collection and reporting of student and educator data for school districts, public schools, charter schools, and nonpublic schools in New York State. It is also responsible for the collection and reporting of data for institutions of higher education. In doing so, the IRS office provides technical assistance and end-user support for a number of online applications, including but not limited to, online documentation, web resources, help desk, and online tools. The incumbent of this position will employ systems critical to ensuring that accurate, valid and reliable educational data is collected, maintained and reported. Duties of this position include, but are not limited to, the following:
• Document work flow processes, data input and output activities, descriptions of data elements, and overall program goals, objectives, and external considerations, such as federal and State legislative mandates;
• Develop reports to share both internally and externally;
• Create views of data in existing systems;
• Analyze information to determine the need for enhancements, edit checks, and data output of existing data collection systems;
• Assist in management of various software packages used by staff to query and analyze data;
• Contribute to user guides for various electronic data collection systems;
• Respond to technical requests and inquiries received through help desk ticketing system;
• Assist with website redesign on new Drupal platform; and
• Respond to data requests.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit.
