Minimum Qualifications Bachelor’s degree and five (5) years’ experience in financial management, auditing, contracting, procurement or budgeting. Three years’ supervisory experience, including at least one year at the managerial level.
Preferred/Desired Skills: This position requires a strong work ethic, excellent management, organizational, communication and interpersonal skills; candidates must be able to address a significant workload volume with constant changing priorities and demands.
Duties Description Under the general direction of the Associate Commissioner for the Division of Fiscal Administration (DFA), the Special Assistant will serve as the Deputy Director for Procurements & Contracts and Provider Monitoring & Funding/Finance.
The incumbent will supervise Bureau Directors who are responsible for contracts, procurements, claims, local assistance payments, State Operations payments, travel and Minority and Women-Owned Business Enterprise (MWBE) activities.
Specific duties include, but are not limited to:
development of OASAS procurement, contracting and finance policies and procedures; administration and oversight for the identification of the most appropriate procurement and contracting vehicles and mechanisms; oversight and management of the development and review of Agency solicitation documents; oversight of all provider and vendor payments, as well as, review of internal and external reports; review and development of final contract documents, including those to be issued to municipal and volunteer agencies as well as private sector entities; oversight of all Agency MWBE activities, including utilization, outreach, Goal Plan activities and respective reporting requirements; oversight of Agency travel activities; supervision and oversight of procurement, contract and finance staff; represent the OASAS and Associate Commissioner of DFA, as necessary, at internal and external meetings and events, including briefings and presentation of Agency programs, initiatives and activities; and other duties as assigned.
