Bachelor’s degree plus twelve years relevant experience such as auditing oversight, enterprise risk management, process improvement, Lean or similar quality control management. In-depth knowledge of enterprise risk management, continuous improvement, Lean practices, and experience in the construction and/or finance industry.

Preferred Qualifications
Bachelor’s or Master’s degree in Business Administration, Change/Strategic Management, Risk Management, or related field plus twelve years of professional ERM experience in the construction and/or finance industry. In-depth knowledge of enterprise, continuous improvement, Lean practices and risk management. Prior experience leading teams related to enterprise risk management, operational risk, continuous improvement, or reviewing enterprise-wide exposure in a compliance or audit capacity. Significant knowledge of the relevant legislative and regulatory environments.

Duties Description Primary Purpose
The Managing Senior Director, Enterprise Change Management and Integration reports directly to the President and serves as a change agent to champion key strategic initiatives, continuous improvement, and process integration throughout the organization. The Managing Senior Director, Enterprise Change Management and Integration has key responsibility for the leadership, innovation, policy development and implementation necessary to identify, evaluate, mitigate, and monitor DASNY’s operational and strategic risk. The Managing Senior Director, Enterprise Change Management and Integration serves as the central point person to coordinate, standardize, and integrate process improvement, quality control efforts, and risk management throughout DASNY.

Essential Functions
• Establish and manage Enterprise Change Management and Integration (ECMI) programs and initiatives including an organization-wide ECMI framework and roadmap. Ensure that all programs and recommendations are aligned with the organization’s exposure tolerance level.
• Maintain and update the ECMI structure as needed for business, regulatory, and market changes. Plan and oversee annual review and refresh including facilitating workshops, proposing new components, and updating documents.
• Evaluate new public service delivery areas within ECMI framework and roadmap. Collaborate with Managing Directors and other stakeholders to maximize opportunities, while minimizing exposure. Make recommendations as to which options are most appropriate for the organization and are aligned with DASNY’s mission, vision, and goals.
• Work closely with senior staff to recommend and promote best practices in enterprise risk management and ensure that associated analysis is thorough and accurate. Convene, lead, and meet regularly with an ECMI workgroup.
• Identify ways to sustain and monitor change as part of operations, working with senior staff and engaging employees in the organization.
• Oversee or monitor all operational risk management and change management activities of the organization.
• Coordinate and liaise with Internal Audit, Internal Controls, information security, and Counsel.
• Act as liaison, coordinator, and advisor for enterprise risk related matters between DASNY operational units and outside entities, as appropriate.
• Analyze operational practices, public service delivery areas, regulatory/legislative environment, and market conditions to identify potential exposures and opportunities, and propose solutions to avoid or mitigate such risks and/or pursue opportunities.
• Keep executive management apprised of changes to exposure levels, newly identified vulnerabilities, and the management of organizational risk in a timely manner.
• Create and maintain policies and procedures, prepare executive communications and white papers, and work with the relevant internal and external resources to fulfill job responsibilities.
• Prepare reports, develop metrics, and make presentations to executive management.
• Analyze enterprise risk studies conducted by internal and external parties.
• Chair or provide key input to committees involved in organizational opportunities and risks ensuring alignment with organizational objectives.
• Encourage integration within and between DASNY operational divisions in order to add value to client programs, improve outcomes of financings and construction projects, reduce waste, increase efficiency, etc.
• Direct and participate in organizational needs assessment, development of program plans, goals, and objectives related to Lean implementation.
• Promote and support a culture of integrated teams and continual process improvement through the use of Integrated Project Delivery methodologies, Lean processes and other tools.
• Examine and optimize business and operating processes; develop and implement databases, data gathering, reporting systems and applications, monitoring tools, dashboards, reports, and other relevant management tools.
• Perform all duties in accordance with federal, state, and local laws, regulations, and ordinances, as well as organizational policies, practices, and procedures, within the framework and strategic imperatives of DASNY’s business needs.
• Direct and coordinate special projects as assigned by executive management.

Other Duties and Responsibilities
• Exercise such other powers and perform such other duties as executive management may determine.
• Supervise, train, and evaluate staff.
• Develop, document and implement policies and procedures.
• Promote ongoing maintenance and development of staff’s technical expertise.
• Ensure supervisors meet their obligations in the supervision, training, and evaluation of their staff.
• Counsel employees and assist in handling disciplinary matters, grievances, and disciplinary measures in accordance with applicable collective bargaining agreements.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Information Technology Services. (Standards can be found on the Intranet).

Additional Comments Supervision
Supervision of employees may be required.

Physical/Mental/Visual Demands
Travel is required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Overtime or extended work hours may be required.
