Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Nutrition Program Manager 1 (G27); OR New York State employee with one year or more of permanent or contingent-permanent service in a competitive title at or above salary grade 25/M1 and eligible for transfer under sections 52.6 or 70.4 of the Civil Service Law. Candidates applying under 70.4 must also possess a bachelor’s degree and five years of professional administrative work experience in one or a combination of the following settings: a governmental agency’s public health nutrition program and/or in a governmental agency sponsored or funded public health nutrition program. This experience must have involved responsibility for nutrition program management which must have included at least five of the following responsibilities: preparation of a RFP/RFA and managing a procurement process; development of policy and/or procedures to implement policy; grant and/or contract oversight; fiscal management, budgeting, or managing the use of program funds and revenue; staffing/staff development; governmental communications/relations; management of information systems; program planning and implementation; and/or program evaluation and monitoring. One year of the required five years must have involved second level supervision, including supervision of professional staff who in turn supervise lower-level professional staff. Substitution: A master’s degree in public health, public administration, health administration, health services administration, health education, community health, nutrition or dietetics may be substituted for one year of the general experience only. Experience limited to administrative support of public health programs such as personnel, budgeting or health care financing is not qualifying, nor is the management or provision of direct medical or dietetic services in an institutional or facility setting (such as prisons, developmental centers, or community residences). Candidates applying under 70.4 must clearly describe all areas of qualifying experience, and may be required to take and pass a Civil Service examination.

QUALIFICATIONS
The preferred candidate would have experience in contract management, interpretation of state and federal regulations, development of Requests for Proposals and Requests for Information and strong analytical skills. Additionally, knowledge of computer system development and maintenance, specifically electronic payment systems, is preferred. Management experience and good communication skills are essential

Duties Description The Nutrition Program Manager 1 (NPM1) will serve as a NYWIC-EBT Project Assistant reporting directly to the NYWIC Project Director in Bureau of Supplemental Food Programs (BSFP) Bureau Direction. The NPM1 will be responsible for assisting the Project Director with oversight of all aspects of the WIC Electronic Benefit Transfer system (eWIC), ensuring adherence to the project budget, timely completion of project tasks by program staff, coordination and direction of project communications with all external and internal project stakeholders, providing oversight to third party contractors involved in the NYWIC project. The NPM 1 will ensure implementation of new Risk Management practices in program operations related to the changes in business processes as a result of the NYWIC project and implementation of eWIC, including regular table maintenance procedures, EBT processing procedures, and WIC food redemption reports. This position will be responsible for managing technical assistance and testing related to eWIC activities, leading NYWIC/eWIC project workgroups, developing and revising policies and procedures to comply with system changes and supervising professional and para-professional staff.

Additional Comments Competitive, full time. Occasional travel, including overnights and to locations that may not be served by public transportation is required.
