Duties Description Under the direction of the Associate Director Training 1, the Training Specialist 2 will assist in managing administrative workforce training and development programs and initiatives, and develop and maintain relationships with control agencies, OMH facilities, program leads, and educational institutions. The incumbent will provide advice, guidance, and technical assistance to Associate Directors of Training at OMH facilities statewide. This position will provide leadership for major OMH administrative workforce development programs/initiatives designed to train and develop the OMH workforce including, but not limited to the following:
OMH Leadership Academy – A certificate program providing participants with the opportunity to explore current and emerging management practices and to more fully understand the overall mission and goals of OMH, the OMH Leadership Academy is designed to develop the agency’s managers and leaders of the future, and is a priority of the current OMH Executive Deputy Commissioner.
• Incumbent will serve as a member of the OMH Leadership Academy (LA) project team and will help design, deliver, and administer the program.
• Develop training to meet leadership training needs identified by OMH Executive Team.
• Coordinate mentorship program for program participants.
• Coordinate job rotations within OMH and provide guidance for participants and receiving program areas.
• Coach participants regarding their assessment results – e.g., MBTI, 360° feedback, etc.
• Assist and provide guidance to participants in the development of their Leadership Academy Learning Plans.
• Facilitate group discussion for assigned program readings on such topics as leadership, emotional intelligence, change, and strategic thinking.
• Identify vendors for program components, work with vendors to develop those components, and manage vendor contracts.
Instructor-Led Training and eLearning –
• Coordinate, develop, and present live training to OMH and staff from other agencies;
• Develop course curricula for new live and online training;
• Obtain quotes from and coordinate with vendors to provide training;
• Collaborate with OMH program areas to assess current and future training needs.
• Make recommendations for training consistent with agency mission and goals and based on knowledge of staff competencies, available training programs and funding.
Technology Innovation/Utilization –
• Research, and implement, with management approval, technology-based and/or blended learning solutions to provide cost-effective ways to meet the workforce development needs of OMH staff in our fast-changing environment.
• Serve as an expert on eLearning, authoring tools, distance learning, copyright law, etc. Limited budgets, combined with a decreasing amount of release time available for staff to attend training, make it essential that OMH understand, acquire, implement and maintain up-to-date training technologies to ensure we develop and maintain a qualified workforce to carry out the agency’s mission.
Statewide Learning Management System (SLMS) –
• Incumbent will use SLMS to administer programs and certifications, including the LA, and provide reports on OMH staff development activity.
• Design certificate program within SLMS to track LA participants’ progress within the program.
• Add supplemental learning records as necessary for program participants.
• Provide quarterly reports to OMH Executive Team on the progress of participants.
• Use SLMS to identify deficits and follow up with participants and their supervisors.
Supervise and mentor assigned professional staff.
