Minimum Qualifications Bachelor's degree in public health, epidemiology, statistics, mathematics, social sciences, engineering or a related field and five years of professional research experience in the appropriate field; or a Master’s Degree and four years of such experience; or a doctorate in the appropriate field and two years of such experience.

QUALIFICATIONS
Work experience and/or coursework in statistics, mathematics, health economics, epidemiology, health or public policy, health administration, or health services research. Professional experience with research and/or evaluation studies and presentation of research findings. Knowledge of health-related data, including enrollment, pharmacy and medical claims; and policies related to data protection. Experience with convening stakeholder and advisory groups, project management and supervisory responsibilities is a plus. Ability to lead and work with a dynamic team focused on a large-scale information technology initiative to achieve advancements in population health through the evaluation of health care services. Excellent written and communication skills.
Duties Description This position will serve as a senior level research scientist that will oversee stakeholder engagement, data governance and the analytic plan for the Division of Information and Statistics, Bureau of All Payer Database (APD). Desired candidates will possess a broad array of professional experience in working with health-related data, and knowledge of current federal and state laws regarding data use and release, including de-identification, safety, security and privacy protections. As the Unit Director for Engagement and Governance, the desired candidate will promote health care transparency initiatives through the dissemination of public use files, research, knowledge sharing and statistical communications. The research scientist will be responsible for designating and convening the regulatory required APD Advisory Group and leading the State’s intended analytics and reporting from the NYS APD data to inform consumer, policy and research decision-making.
