Minimum Qualifications MINIMUM
Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under Section 52.6 of the NYS Civil Service Law.
Ability to interface with internal and external stakeholders; proficient in the use of Microsoft Access, Excel, PowerPoint and Word. Strong organizational, written and verbal communication skills. The applicant must be able to work independently and with a cross-functional, multi-disciplinary team. Ability to manage multiple tasks and priorities. Experience with managing project plans. Ability to formulate program recommendations based upon data analysis. Experience with the supervision of professional and support staff.
Duties Description Perform pricing review and cost analysis of registered organization pricing submissions for medical marijuana; Provide recommendation for approval, refusal, or modifications to proposed prices; Review historical prices, costs, and sales data of registered organizations upon registration renewal; Review medical marijuana market trends in pricing and the cost to manufacture, market, and distribute approved medical marijuana products plus a reasonable profit; Conduct audits and examine a registered organization’s books, records, documents and other types of factual information that will permit an adequate evaluation of proposed prices through on-site visits to the registered organizations and desk review; Communicate with DOH staff and external stakeholders; Evaluate program internal controls and practices which may affect pricing of medical marijuana for Registered Organizations; Review of financial statements, by using knowledge of generally accepted accounting principles (GAAP) as required to support the Medical Marijuana Program; Assist the program with budget and expenditure plans; Serve as a liaison between the Medical Marijuana Program and the Department of Taxation and Finance concerning the excise tax required of registered organizations in Article 20-B.
