QUALIFICATIONS
Permanent Transfer Candidates: Current DOH employee with permanent status as a Hospital Nursing Services Consultant, G-22, OR current New York State employee with one year of permanent or contingent-permanent service in a qualified title and eligible for transfer to Hospital Nursing Services Consultant under Section 70.1 or Section 70.4 of the Civil Service Law (NYS employee with one year of permanent service at G-20 or higher and meeting these Open-Competitive minimum qualifications): Current registered professional nurse in New York State AND a minimum of five years of post-licensure health care, public health, community health, or other nursing experience in an appropriate licensed facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision, or working in the capacity of a nurse administrator.

Must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with all internal and external stakeholders. In addition, the ideal Candidate must have excellent writing and editing skills and be able to effectively interpret laws and regulations governing adult care and assisted living facilities in New York State.
Duties Description The Hospital Nursing Services Consultant will be responsible for managing a caseload of Adult Care Facility (ACF) Certificate of Need (CON) applications throughout the Part II regional office review and approval process, including all clinical components of the review. This will require extensive communication with applicants or their representatives (consultants, attorneys, board members), as well as with Central Office ACF licensure staff. The Hospital Nursing Services Consultant may also participate in a range of activities to include conducting or participating in pre-opening and complaint investigations of ACF’s to determine their level of compliance with federal and State rules and regulations; monitoring program grants; participating in the general assessment, planning, development and implementation of health care programs; serving as a nursing services expert; testifying as an expert witness in litigation proceedings; interpreting policies, rules and regulations; representing the Department at meetings and public forums.
Additional Comments Permanent, full-time, competitive appointment. This position involves travel which may include locations not served by public transportation. 70.4 candidates will be required to complete an NYS APP verifying their qualifications.
